Program Information
Florida's Department of Health has undertaken an initiative to reduce the level of patient surge on hospitals during Mass Causality Incidents by establishing county and regional Alternative Medial Treatment Sites (AMTS).
Orange County's AMTS was BETA Tested by its team members responding to a terrorist bombing. The highest priority for the exercise was to test the capacity of the AMTS. This was accomplished by having the AMTS's triage, treat and make transportation arrangements for up to 200 simulated victims (patients) from the aftermath of a terrorist bombing.
Areas to be assessed during the exercise include:
- Mobilization and deployment of the AMTS team
- Deployment of AMTS equipment
- Patient flow process
- Patient capacity per hour
- Patient tracking
- Coordination / communication with receiving hospitals
Exercise Purpose
The mission of this exercise was to build on the foundation already established regarding the Orange County AMTS serving Central Florida. During this exercise, the AMTS was pushed to its maximum capabilities in an effort to determine how the AMTS leaders and members would react to establishing and maintaining a practical flow rate of patients through the AMTS.
Exercise Mission
Was to provide a realistic scenario which allowed the leadership of the regional AMTS to analysis their capabilities and test its systems with a maximum number of patients.

Pre-Event Intelligence
June 17, 2008 - The Central Florida Regional Domestic Security Task Force had received a tip that was later confirmed as credible, that an unknown terrorist group was attempting to smuggle bomb-making material into Orlando. It was not immediately clear what type of bomb may be constructed but intelligence from the Middle East suggests a growing interest in chemical weapons and dirty bombs.
June 18, 2008 - At 0900 hours (9:00AM) an unidentified suspect was seen taking pictures of City Walk at Universal Orlando. He seemed to be taking pictures of areas that could accommodate large numbers of people. When he was approached he fled the scene.
Based on this incident and the existing credible threat Orange County increased security at all critical facilities as a precaution. However, the Homeland Security Advisory System's alert level remained at ELEVATED.
Incident
July 19, 2008 - At 1000 hours (10:00AM) it was a busy day at the Orange County Convention Center with several shows. The combined attendance at the center was around 50,000 people. A delivery truck was parked in front of the West Concourse main entrance just when one of the shows was closing down. Without warning the delivery truck explodes significantly damaging the front of the West Concourse and wounding and initially killing hundreds of people. Those who survived evacuated heading north on International Drive at Pointe Plaza Avenue. Moments later a secondary device detonates killing and wounding several more individuals.
At the time of the explosion the local weather condition was a partly cloudy sky, 84 degrees Fahrenheit with winds from the west / southwest at 4 miles per hour.
At 1030 hours (10:30AM) Orange County Fire Rescue established a Unified Command Post at Canadian Court and International Drive. They reported the following:
- 250 Fatalities
- 300 - 700 Injuries
- Hospitals in the area reporting large influx of patients
Executive Summary
During this BETA Test of the Orange County AMTS, leaders and members will be given an opportunity to evaluate their ability to respond to a large Mass Casualty Incident. During a one half day Drill format exercise AMTS leadership and members mobilized to deploy the AMTS equipment package, respond to the needs of up to 200 patients while testing the patient flow rate of the AMTS, then demobilize and repack the equipment package.
